Title: The 2011 Great East Japan Earthquake: Disaster and Technological Risk Management

Report Abstract:
Lessons learned from the 2011 Great East Japan Earthquake, the tsunami it triggered, and the ensuing severe nuclear accident are presented. The assessment is carried out in terms of natural disaster and technological risk management. The “triple disaster” of earthquake, tsunami, and nuclear meltdown caused untold human suffering and significant economic losses. The impacts of the earthquake and tsunami are assessed and tsunami evacuation strategies are discussed. Impacts on Japanese nuclear power plants are summarized and the Fukushima Daiichi Nuclear Power Station disaster is examined in detail. Nuclear power regulatory regimes and disaster preparedness are investigated.

Speaker Biography:
Dr. Liping Fang is Professor of Mechanical and Industrial Engineering; Associate Dean, Undergraduate Programs and Student Affairs, Faculty of Engineering and Architectural Science (2012-2017 and 2018-present); and former Chair of the Department of Mechanical and Industrial Engineering (2004 to 2012) at Ryerson University, Toronto, Canada. He is Fellow of the Canadian Academy of Engineering (FCAE), Institute of Electrical and Electronics Engineers (FIEEE), Engineering Institute of Canada (FEIC), and Canadian Society for Mechanical Engineering (FCSME) as well as a registered Professional Engineer in Ontario. Dr. Fang was awarded a Monbukagakusho Kyoto University Visiting Professorship from August to November 2008 and from July to December 2017, respectively.
